My guess is terrestrial weathering (W3 in Met Bul) that created a "rind" around the fragment/individual. I've seen weathering rinds with earthly fine-grained meta-basalts and diabases.

Yes, I too would like to hear the possible processes for this outer formation to occur. Other than it crashed into a peanut butter factory.
